"Defined not only by service, but by heart"

The Children's Aid Society of Oxford County has named Fred Freeman as the recipient of the 2026 Jack Ross Memorial Award, recognizing his decades of service to children, youth, and families across the region.

The award, presented annually since 1985, honours individuals who have made an exceptional contribution to the lives of children and families while reflecting the legacy of late OPP Constable Jack Ross.

Freeman has served for many years on the Society's Board of Directors, helping guide its mission through leadership, experience, and a strong commitment to supporting vulnerable families.

Beyond the Society, Freeman spent three years as an Ingersoll town councillor, and 16 years as deputy mayor. He also helped establish the Fusion Youth Centre, creating a safe place where young people can learn, connect, and grow.

A Charter Member of the Rotary Club of Ingersoll since 1990 and a three-time president, Freeman has also volunteered as a Big Brothers mentor for more than 25 years, and delivered meals to isolated residents during the COVID-19 pandemic.

"Fred's leadership has been defined not only by service, but by heart," said Children’s Aid Society of Oxford County CEO Tina Diamond. "His humility, steady commitment, and genuine care for children, youth, and families have strengthened both our organization and our community."
