Norfolk library warns Bill C‑15 threatens discounted shipping program for libraries

Without the Canada Post Library Book Rate covering 90% of shipping costs, interlibrary loans may be cancelled.

Canada Post says it will continue offering reduced shipping rates for libraries, even as federal Bill C-15 proposes removing the legislative clause that guarantees the long-running program. 

The special “Library Book Rate” allows libraries to ship books to patrons and between branches at a heavily discounted rate, covering roughly 90% of the cost. 

Advocates, like Norfolk County Public Library CEO Julie Kent, warn that losing this rate could jeopardize access to books and educational resources, particularly for rural and smaller library systems.

Kent continued saying that the program is widely used in Norfolk.

The library currently has 450 registered interlibrary loan users and processes about 100 requests each month.

Kent notes the service is a lifeline for many users.

Kent explains that without the Canada Post Library Book Rate covering 90% of shipping costs, she can't imagine the program continuing locally.

Bill C-15 would give Canada Post authority to adjust or cancel the program at any time, removing legislative oversight. 

Kent urges residents to contact MP Leslyn Lewis to voice support for maintaining legislative protection for the Library Book Rate.
