The man, who suffered a broken rib, declined to provide a statement, preventing the investigation from moving forward.
Ontario's Special Investigations Unit has closed the case of a man who complained about being injured when he was arrested by police in Woodstock.
The SIU says the 38 year old had said he would provide a statement but to date, has not.
The man complained of rib pain after his arrest in April.
Police say he resisted being taken into custody and was wrestled to the ground and handcuffed.
The man was taken to hospital where it's reported he was diagnosed with a broken rib.
The deputy director of the SIU says without a statement from the man the police watchdog can't proceed with the investigation.
